Georgina Bigam BSc (Hons) PGCE is an expert in strategic labour needs and training (SLNT) with 20 years of experience in public and private sector skills development, employment, education and training. Since 2011, she has been active in the development of skills and training programmes for Crossrail, London’s newest railway and currently Europe’s largest infrastructure project.

Georgina was influential in the establishment and subsequent management of the £13m Tunnelling and Underground Construction Academy (TUCA), a unique, purpose-built training facility based in Ilford, Essex, established by Crossrail to address a shortage of skills to work underground on the transport scheme as well as the wider underground construction and tunnelling industries. She worked closely with industry partners, professional bodies and other stakeholders engaged in tunnelling and underground construction works to ensure that the facilities and curriculum met current and future industry needs.

Prior to the establishment of TUCA, Georgina was Skills and Training Manager for Crossrail, where her responsibilities included the curriculum development of new training programmes between Crossrail, contractors and training providers; engagement of contractors and other employers in the skills and employment agenda; and reporting against Strategic Labour Needs and Training (SLNT), part of TfL’s Responsible Procurement programme.

Earlier in her career, Georgina spent six years at Islington Council in London, responsible for the development and management of the Skills for Life curriculum for local residents, part of a national strategy in England to improve adult literacy, language involving ESOL (English to speakers of other languages), and numeracy.

Georgina holds a BSc (Hons) in Health Studies from Leeds Beckett University and a Postgraduate Certificate in Education (PGCE) in Adult Literacy from University College London (UCL) Institute of Education (IOE), a global leader in teacher education.

This direct intervention by Crossrail to address skills gaps resulted in training over 16,000 people, leaving a lasting skills legacy to the industry.
