Simon Adams BEng CEng MICE MAPM is a qualified programme management professional with over 20 years’ experience in the development and commercial management of major infrastructure projects in the UK and overseas.

In February 2015, Simon was appointed Head of Commercial for Crossrail 2, a proposed new rail route providing a North-South rail link across London, where he is responsible for leading the commercial and controls teams for the £27 billion programme. His expertise embraces governance, strategic planning, investment planning, procurement strategy, contract management and control processes.

Prior to joining Crossrail 2, Simon spent 10 years as an integral member of the Crossrail programme leadership team, initially as Head of Strategic and Business Planning, and later as Head of Commercial Services where he was responsible for the negotiation of complex, high-value commercial agreements.

Simon is an advocate of the application of risk analysis to the development of project governance and commercial models, co-authoring the governance module of the Project Initiation Route Map, published by HM Treasury in 2014, and the Complementary Risk Module, published in 2016.

Prior to joining Crossrail, he worked on major infrastructure projects in the UK and overseas including High Speed 1 (HS1) and Hong Kong International Airport.

Simon holds a BEng in Civil Engineering and is a Member of the Association for Project Management.
