Charles Devereux MA (Cantab) is an expert in rail operations strategy with over 40 years of experience in railway systems and operations, both surface and sub-surface, gained on major rail infrastructure projects throughout the UK, Europe, Middle East, Asia and Australia.

He has recently provided expert advice for several rail megaprojects around the world, including High Speed 2 (HS2), the Riyadh Metro in Saudi Arabia, and the new Metro Tunnel project in Melbourne, Australia, where he serves as a member of the Peer Review Panel.

Charles spent 10 years in senior roles within Crossrail, latterly as Head of Rail Operations where he championed the operational concept for the completed railway that will serve as a model for similar projects. Charles had previously served as Interface Manager for the programme, where his responsibilities included developing relationships with other rail industry stakeholders during the passing of the Crossrail Bill (Crossrail Act 2008) involving negotiation of around 30 protective provisions agreements.

He also has substantial railway systems knowledge, having had responsibility for the commercial development of the British Rail Telecommunications network. Following its acquisition by Racal Telecom, Charles served as Infrastructure Manager, later being incorporated into Global Crossing following its takeover of Racal Telecom.

He commenced his career with British Railways as an operations graduate trainee after completing his Natural Sciences degree at Cambridge University.  Charles later held a number of supervisory and managerial positions, including Route Manager for West Anglia (Network South East).
